Shouldn't the file contain the text that is now in
http://www.apache.org/dist/spamassassin/KEYS file? Although I would add to that
both the URL http://www.apache.org/dist/spamassassin/KEYS and that a copy can
be found in rules/sa-update-pubkey.txt in the source distribution.

I don't see any reason to include all the second level signatures. It usually
won't be enough to validate the key anyway without going on line, and anyone
who is installing SpamAssassin has the ability to go online at some point.
