Patch for spamc.h.win
ERROR:
Compiling spamc on windows gives error:
CONFIG_MAX_LINE_SIZE not defined
CAUSE:
Unlike spamc.h.in spamc.h.win doesn't define constants CONFIG_MAX_LINE_SIZE and
COMBO_ARGV_SIZE.
