A rule TVD_FUZZY_SECTOR which has very high score of 2.5-2.6, matches very
often in non-english e-mail, as it matches a word "sektor", common in many
languages - for example German, Polish, Norwegian, Czech, Slovak etc.
Please make it's score much lower or add an exception for "sektor" form, as it
causes false positives.
