It is a feature. It allows to adjust comment timestamps to your local
timezone, rather than server timezone, for easier comprehension of the
comments' time line. See setting

It *was* a bugzilla bug (sub-species feature request), until it has been
fixed by implementing it.


This is the wrong list to complain about that, though.
