Ever since the release of Perl 5.12.0, we've needed 3.3.1 to be updated,
yet more than a year later, 3.3.2 has NOT been released?

What exactly is the problem?

Existing devs don't care, and aren't willing to give access to anybody who
does.

Actually my impression is the devs do care. But it seems no one knows the password to the signing keys, so they can't make a release and sign it.
