That's not the problem - a bug is a perfectly fine way for a rule to start out. The problem is that this rule would not help anything, and would hinder by causing more load. If you want to create the rule and see if it turns out it does actually help, contrary to available evidence, go for it. Until that time I don't think there's a reason for this bug to be open, because nobody is ever going to touch it, because there's no evidence it'll help. I appreciate your intention. I really do.
