But this makes your first line of support your ISP or cPanel if you are an ISP. cPanel is a commercial product at http://www.cpanel.net/. The help and documentation you appear to be referencing are likely not part of SpamAssassin. From a websearch, the text you quoted appears on this page http://demo.certifiedhosting.com/cpsess3723832731/frontend/x3/mail/spam/spam.html and shows a front-end interface for cpanel implementing SpamAssassin. Therefore, I stand behind my original response.
