patch to enable .so .yt and .pm
I'm getting allot of spam using a URL Shortner at http://cbs.so and noted that
SA wasn't even considering as a valid domain.
After digging in in RegistrarBoundaries.pm found a comment that disable that
but apparently .so is back. Also checked the other ( bv gb pm sj um yt ) and
according to IANNA and AFNIC.fr .pm and .yt are back since December 6.
The patch in attach will re-enable them.
