I think this part is clear. SpamAssassin rule updates haven't been updated since then. People provide data to the SpamAssassin project on their spams and non-spams (hams) like this: https://wiki.apache.org/spamassassin/NightlyMassCheck If we get data on less than 150,000 hams or spams, rule (score) generation doesn't happen. As you can see above, we're below that threshold on ham. So rules haven't been updated.
