It is in the non sandbox rules files and also in the 10_force_active.cf.
I'm thinking that the force active should be removed and/or the rule
moved to the sandbox with a ceiling on the score of 1.0.

a score of 0.987 is hardly a sole trigger for a FP
That's only the set 3 score. Look at Set 0 and 1.
set0: no bayes, no net
set1: no bayes, net
set2: bayes, no net
set3: bayes, net
Would it help to make it case sensitive?
Hard to say since I haven't looked at the corpora but I'm guessing not.
