please fix your rules to use the (mantained) FREEMAIL plugin rules
and not use yet another minimalistic version, somewhere else and
remove __FROM_FREEMAIL from the 10_has_base.cf file
And wrap it in an IFPLUGIN loop if you make that change...
For the future, if a rule is disabled in Sandbox, especially if it has
been previously published, you really have to do a recursive search in
rulesrc to make sure no one else is referencing it.
