nopublish doesn't apply if a rule is pulled in because of a meta.

Ah. That makes sense. That same logic should apply to normal publication, then; if a scored rule is used in metas, rather than not being published it should be published and scored at 0.0001.
I believe it does exactly that.  It pulls it in as a test rule, I thought.

Dunno. Paranoia: try deleting 72_active.cf before running "svn up; make; make test".
