It's a third-party rule-set that has been pulled. The automatically run script to update the file is custom. And the site inappropriately answers with HTTP 302 Found to redirect to a "sorry, unavailable" page, rather than 404 Not Found or 410 Gone. On the other hand, this third-party rule-set is listed in our wiki. Which kind of makes it a SA bug... Reopening, Component Website, Severity trivial.
