We of course don't install into /etc/mail

And while building, we build out into a temporary location, related to the OS of the system being built upon.

It seems like a significant design flaw that there is no way to bootstrap SA.
I'm sure there is but wherever your bootstrap location is configured for config files needs a pre file that at a minimum loads the check functionality. It's a missing configuration issue.
