subject_is_all_caps uses
Mail::SpamAssassin::Constants::CHARSETS_LIKELY_TO_FP_AS_CAPS to avoid FP with
charsets which use capital letters heavily in their encoded representation. One
of such charsets is russian charset for Windows OS.
CHARSETS_LIKELY_TO_FP_AS_CAPS lists it's name as cp1251. This name does happen
in emails, but the most common name for this charset is windows-1251.
Please, add "windows-1251" to CHARSETS_LIKELY_TO_FP_AS_CAPS or replace "cp1251"
for just "1251".
