mass-check has a --reuse flag. How does that work? Without that flag,
reuse depends on the reuse flags in the rule files? And with that flag, it
reuses *all* network tests? I feel like that would be a good thing to do.
I also feel like I've asked a similar question before, and don't remember
the result.

I simply don't know but why not make the change now since mass-check is
broken anyway so it's a good time to break eggs to make omelets IMO.
