This rule has a pretty bad S/O of 0.211 and would not be auto-promoted:

However, the rule is in rules not in a sandbox so it is not subject to new
scoring or promotion criteria.
And it is used in metas so I am changing the score to 0.001 for all 4 score
sets

.211 S/O on 2015-05-01 but left due to Meta Use - #1.201 1.527 1.327 2.393 #

I constantly have thoughts about moving most every rule in rules to a sandbox
for ruleqa/masscheck so something we can discuss but otherwise considering this
resolved.
