3.4.2 Release Prep

Marc is correct 
(https://bz.apache.org/SpamAssassin/show_bug.cgi?id=7261) that we should 
look at pushing 3.4.2 sooner than later.

If you have patches you are considering, let's get them submitted (to 
both 4.0 and 3.4.2, please!)

Which reminds me, we could use a volunteer to review 3.4.2 trunk and 4.0 
branch to make sure patches that might have been done to only one but 
are appropriate for both are patched correctly?  Obviously a LOT of the 
patches on 4.0 aren't for 3.4.2 but I don't want to lose a lower version 
fix on the next version.
