Make LASTEXTERNALIP available
This change enables the _LASTEXTERNALIP_ tag to be used
in the askDNS plugin.
Example rule:

askdns BARUWA_BLOCK_EC2 _LASTEXTERNALIP_ PTR

score BARUWA_BLOCK_EC2 4.0
describe BARUWA_BLOCK_EC2 EC2 systems with generic PTR are not allowed to send
mail

In the current state the above rule would never fire
as the tag remains in blocked state.
tagrun - tag LASTEXTERNALIP is still blocking action 0
