rev #1786195 completed missing part of new option --maxregpartlength added to
seek-phrases-in-log in rev #1150749. The first part was committed before the
3.4 branch. The second part needs to be added to the branch, and this also
serves to document the new option in a bugzilla issue, which was never done.
