It appears from bug https://bz.apache.org/SpamAssassin/show_bug.cgi?id=5984
that BRBL was entirely open to the public when it was originally added to
spamassassin. However, that no longer seems to be the case. More details at

This blacklist should probably not be enabled in the default rule set.
