What I was thinking was that normalize_charset might have been broken in  3.4.0
but working in 3.4.1, then any hits on non-UTF-8 mail would go away on
upgrading. The rules would have appeared to stop working when they were never
working properly in the first place.

If you've seen the rule match a UTF-8 é, then I can't explain that. 

IIWY I'd just change the "." to ".{1,2}"
