re: Rulesrc only used from trunk.
As far as I remember, that is correct.  The masscheck rsync area is built from trunk.  The nightly script does a lint test from 3.4.2 for a sanity check before building the ruleset but that should be the only thing using a branch.

OK, I think someone updated 10_force_active.cf in 3.4 which confused me.

I've created a new trunk-only directory for 3.4 and moved what isn't needed to make patching easier.

I didn't move the build instructions because those could diverge easily but these other things really aren't used from 3.4.
