The sample file is irresolvably mis-encoded. It is MIME-typed as UTF-8 and starts with a UTF-8 BOM sequence, however there is a bare 0x92 byte (Windows CP-1252 encoding for "RIGHT SINGLE QUOTATION MARK," which should be U+2019) making it invalid as UTF-8.
