Takes ages to follow and understand all the code and processing paths. :-(

The concept is now __global_state_dir__/dnsblock_$domain

I have no idea why t/cross_user_config_leak.t break. Things are sliced slashed
copied and duplicated here and there, who knows. I moved check from got_hit()
to Check.pm and it works. I guess that's a bit more logical.
