It makes no sense to use some random list without considering consequences.
Mainly the tld splitting stuff is done for the sake of URIBL usage. So the
proper solution would be asking most popular lists (spamhaus + uribl.com) how
they are managing the listings.
There already duplicate bugs around, too lazy to search now.
