Do we want to include backwards compatibility in rule names, in order to avoid breaking local customized meta rules?

e.g.:

  header USER_IN_WELCOMELIST_TO     eval:check_to_in_welcomelist()

Should there also be:

  meta     USER_IN_WHITELIST_TO  USER_IN_WELCOMELIST_TO
  describe USER_IN_WHITELIST_TO  Backwards compatibility rule name
  score    USER_IN_WHITELIST_TO  0.001
