I've verified that both 3.4 SVN and trunk work correctly in their current state with regards to ensure_rules_are_complete/is_rule_complete etc. It's a bit silly performance wise that meta rules use the "rule priority system" and need to wait for async DNS to finish, but that's another matter to be improved in Bug 7735.
