Let me see if I can explain this problem in simple words:

1) The SA project develops rules.
2) From time to time (almost daily) the SA project updates those rules.
3) The problem you are reporting has been FIXED LONG AGO in the rules in the SA project.

4) Administrators at various mail sites around the world download SA, or some packaged version of SA, and install it on their systems.

5) The rules they get are the rules that were avaiable in the SA project on the day they downloaded from the SA project, or the day the builder of the system they are using did the download.

6) These downloaded systems are SUPPOSED to be configured to run SA-UPDATE to
UPDATE TO THE CURRENT RULES ON THE INSTALLED SYSTEM.

   NOTE THE USE OF THE WORD "SUPPOSED TO".

7) SOME STUPID MAIL SITE ADMINISTRATORS *DO NOT* INSTALL SA-UPDATE.

If a site administrator does not install sa-update, HE WILL NOT GET UPDATED RULES.

8) It is the FAULT OF THE SITE ADMINISTRATOR that he chooses to NOT get updated rules.

9) The SA project has no more control over mail sites that have chosen to download and use SA than it has over the administration of YOUR site. YOU administer YOUR site. Mail administrators administer THEIR sites. SA does NOT administer THEIR sites. THEY do that.

10) The fact that some mail administrator refuses to use current rules, and instead uses years out of date rules that penalize YOU is NOT the SA project's fault.

11) This is not an SA bug.

12) Contact the site administrator for the site (unknown to us) that has not updated his rules, and tell him to either update his rules or add an exception for your site.
