The def_whitelist_from_dkim and def_welcome_from_dkim lines are missing a
ifplugin Mail::SpamAssassin::Plugin::DKIM wrapper....
That plugin is enabled by default in most installations, but there are
legitimate deployments that have the plugin disabled - the rules should take
that into account.
