The phrase "Unsolicited Political E-Mails" does not occur anywhere in the rules we distribute and there is no rule that matches any form of the words 'conservative' or 'party' in them. Whatever you are seeing must be related to a local rule at a particular site or a 3rd-party ruleset. If you believe this to not be the case, please provide some way to reproduce the results that you are seeing.
