This *should not* be happening, and I cannot reproduce it with v3.4.6. 

The only times when a SpamAssassin rule should match against the raw undecoded
text of a base64-encoded attachment are with rules of the "full" type or when
SA doesn't recognize that it is working with an attachment, e.g. if the MIME
structure is damaged. 

If you can provide a complete message that exhibits this behavior, feel free to
re-open this bug and attach the sample. 

Note that you can determine precisely what SA is matching for each rule hit by
adding the option "-D rules" to your invocation of SA.
