The only times when a SpamAssassin rule should match against the raw undecoded text of a base64-encoded attachment are with rules of the "full" type or when SA doesn't recognize that it is working with an attachment, e.g. if the MIME structure is damaged. If you can provide a complete message that exhibits this behavior, feel free to re-open this bug and attach the sample.
