t/decodeshorturl.t has a test for detection of a blocked bit.ly URL which fails
because bitly no longer blocks the shortened link that we use in the test.
There is no way to create a blocked link, and no guarantee that if we stumble
on a blocked link that it will always be blocked.
I've sent a support request to bitly asking for a blocked link that we can use
for testing purposes, and will update this issue when they reply.
