Or, this sub is called set_global_state_dir so where is the right place for a
GLOBAL state .spamassassin directory to be placed if not C:\ ? Windows doesn't
have standard locations the way other platforms do for such things. I guess
C:\Users\sidney\.spamassassin is not a correct global directory. So starting
from a definition of what set_global_state_dir is supposed to return on
Windows, what is it?
