The "undefined dependency" debug in itself is not a warning, just
informational.
I believe Bug 7735 implies that undefined rules should be considered unrun. The
result can't be known so meta can't depend on them.
Doing specific exceptions for few rules in stock ruleset wouldn't make much
sense. If we want to change the logic, discussion should be continued in Bug
7735. If someone disagrees, then feel free to reopen this bug. :-)
