Closing as wontfix, since SA works exactly like it's supposed to. All this test
stuff was looked over few times when Sidney was working on 4.0.0 release. Any
test system improvements like tests using or not using rules/* or making
self-contained *.t tests is a matter for a dedicated discussion where Gentoo
has no relevance.
