There appears to be a bug in Strawberry Perl versions 5.36 and 5.38 (the latest
releases) which results in some incorrect results in Socket6 which break test
cases in NetAddr::IP, preventing the latter from installing, which prevents
SpamAssassin from installing.

I don't know of any workaround that is worth doing. Anyone who wants to run
SpamAssassin on Windows can use Strawberry Perl 5.32.

I'm opening this issue to document the problem and provide an issue to refer to
if anyone does comes up with a workaround. Targeting for "undefined" because as
it stands it should not be a blocker for any release.
