Please read this again. 

If an email message is sent that contains UTF8 characters (within the body of
the message), the Content preview can add it to the headers of the message,
preventing the email from being processed.

We're aware that the UTF-8 character is in the body, but the content preview
generated from SpamAssassin is reading that and then preventing it from
processing the message.  

It bounces the message not because of the header and not because of the body,
but becase the content preview (which is generated from the header and body
contents) is refusing to continue.
