The minimum required version for Net::DNS has been set 0.69, but in practice,
tests will fail with versions less than 1.10 and nobody should be using
versions that old anyway given the bugs in older versions.
I'm updating the minimum version specified in Makefile.PL to Net::DNS 1.10
