I've come across this one while going through open requests against the Debian
package and confirmed that the reported issue is still present.  If
--virtual-config-dir is set, then spamd doesn't create the default user_prefs
file regardless of whether --create-prefs is specified.

Is this by design?  The documentation indicates that a user_prefs file will be
used if it exists within the virtual user's config directory, so it doesn't
seem unreasonable to allow its automatic creation, but I could be missing
something.
