patch to make tests self-contained
Steps to reproduce:
Build from a release tarball
Ensure Selenium::Remote::Driver is installed
enable network tests in t/config
make test TEST_FILES="t/redirectors_selenium.t"
Cause: Some tests in t/redirectors_selenium.t depend on rules that are defined
in rules files that are not included in the release tarball
The attached patch makes the tests self-contained
