exclude MySQL jobs on Windows runners
Strawberry Perl, which the workflow uses on Windows, ships no MySQL or MariaDB
client library, so neither DBD::mysql nor DBD::MariaDB can be built there and
every Windows MySQL job fails. The PostgreSQL jobs already test the SQL code on
Windows.
The attached patch excludes MySQL from the Windows runners in the workflow
matrix and removes DBD::mysql from the Windows module list.
