[DISCUSS] Release Apache Spark 4.1.2

Hi Devs,

Apache Spark 4.1.1 was released on Jan 9, 2026 and there are ~100
unreleased commits on the branch. Do you think it's time to release 4.1.2?
I'm happy to volunteer to take the role of release manager.
