@mengxr `netlib-java` uses **your** system optimised natives (if they are
installed). So, back at you, what do you have installed?
See the main page for benchmarks with Intel, AMD, Apple, ATLAS, OpenBLAS
and Nvidia (CUDA) examples. It depends on your system.

If you don't have BLAS installed, it'll default to the reference
implementation, and if that fails to load it'll default to F2J.
