    Yeah, you mean they were package private in previous release too ? In that 
case its sad. I guess bytecode does not preserve this information in javaish 
way. 
    One quick question, can I add package `org.apache.spark.util.collection` to 
ignore list ? and is it our conscious decision to have 
`org.apache.spark.util.collection.BitSet` as not semi private or is it just an 
oversight ? since most instances of its usage are semi private.
