Description:
Currently, for Sqoop 2, the dist package build is not enabled by default. The
user has to first build from sources using "mvn install" and then create
binaries using "mvn package -Pdist".
To simply the build process, enable dist package by default so it will be
triggered as part of "mvn install".
Will also need to update "Sqoop2 Quickstart"
(https://cwiki.apache.org/confluence/display/SQOOP/Sqoop2+Quickstart) after
patch is in.
