The reasoning is quite simple - With current settings of Apache JIRA that we
can't change, the "Closed" state is something like dead end. Nobody except
original author can't change any atribute. Which complicated things when we
need to reopen issues, change "fixVersion" fields or perform other
manipulations with the JIRA.
