Summary: Storing the From/To state of the incremental read/ write

There are 2 options, either use the FromConfig/ToConfig per job and store both
the predicate and the processed values in there.
Store the processed values ( such as the last value read, last value written in
the incremental mode) in the submission record.
Also add any other relevant stats for book keeping.
