My expectation as a user would be that if I have a timezone-less input, I would 
expected timezone-less output. That "optionality" is also present in the 
schema's 
{{[DateTime|https://github.com/apache/sqoop/blob/sqoop2/common/src/main/java/org/apache/sqoop/schema/type/DateTime.java]}}
 class where we have a flag {{timezone}} and flag {{fraction}} to see whether 
the data should have those optional parts.
