I have added comments to the wiki saying not to edit it. There are certain 
things that can made sense in the code. I am not a big fan of .rst. Please feel 
free to add to the .rst and get wait for reviews on every white space.

Second, The design docs are ordered in the wiki per release and maintaining 
this not a big deal IMO.
